HB 3608 — Requires the Department of Human Services and the Department of Public Aid to jointly establish an interagency committee to (1) assist the departments in making recommendations on incorporating health care advocates into education, training, and placement programs for TANF recipients, (2) develop more outreach and educational materials to help TANF families make informed choices concerning health insurance and health care, and (3) develop methods to simplify the process of applying for Medicaid. P.A. 93-0150.

SB 406 — Provides that a victim may not be deemed to have consented to an act of sexual penetration or sexual conduct if the victim initially consented to the sexual penetration or sexual conduct and later withdraws consent if the accused continues the act of sexual penetration or sexual conduct after the victim withdraws consent. P.A. 93-0389.

SB 192 — Provides that administrative expenses incurred by a responsible school district for children whose residence is other than a foster family home and who are educationally placed in a nonpublic school, nonpublic special education facility, public out-of-state school, or county special education facility are reimbursable. Sent to governor 6/20/03.

92nd General Assembly, 2001–2002

SB 1830 — Creates a law that sets up a "Restricted Call Registry" of people who do not want to receive telephone solicitation calls. It provides that no person or entity may make telephone solicitations to a residential number after that number has been on the Restricted Call Registry for 45 days. P.A. 92-0795.

HB 5742 — Provides that when making a reverse mortgage loan, the lender or broker must inform the mortgagor that by obtaining the reverse mortgage loan the mortgagor's eligibility to obtain a tax deferral under the Senior Citizens Real Estate Tax Deferral Act may be adversely affected. P.A. 92-0577.

SB 114 — Requires that hospitals providing services to victims of sexual assault develop and implement a protocol that ensures that each sexual assault survivor receives medically and factually accurate information about emergency contraception. P.A. 92-0156.

SB 866 — Provides that coverage for mastectomies shall include reconstruction of the breast upon which the mastectomy has been performed, surgery and reconstruction of the other breast to produce a symmetrical appearance, and protheses and treatment for physical complications at all stages of mastectomy. P.A. 92-0048.

SB 2098 — Creates the Senior Pharmaceutical Assistance Act. Creates the Senior Health Assistance Program within the Department on Aging to provide outreach and education to seniors on available prescription drug programs. Requires the Illinois Comprehensive Health Insurance Board to study a catastrophic pharmaceutical assistance coverage option. P.A. 92-0594.

HB 5934 — Provides that a person who is convicted of financial identity theft or aggravated financial identity theft is liable in a civil action to the person who suffered damages as a result of the violation. Provides that the person may recover court costs, attorney's fees, lost wages, and actual damages. P.A. 92-0686.

2000

HB 1285 — Re-enacts provisions of the Safe Neighborhoods Act that was struck down by the Illinois Supreme Court. Provides that a first violation of illegally carrying or possessing a firearm in a vehicle, or concealed upon one's person, is a Class 4 felony. Passed the House; lost in the Senate.

HB 2924 — Creates the Tobacco Settlement Recovery Fund and Health First Plan Act. Provides that some of the Tobacco Settlement Funds shall be set aside for investment and the remainder distributed among special funds for various health/tobacco-related programs. Passed the House; In Senate Rules Committee.

HB 3201 — Amends the Sexual Assault Emergency Treatment Act to require hospital emergency rooms to provide oral and written information about emergency contraceptives and provide contraceptives, if requested, to rape victims within the first 72 hours after a rape. Passed the House; in Senate Rules Committee.

HB 3493 — Establishes the GREAT START (Strategy to Retain and Attract Teachers) program for child care teachers. P.A. 91-831

HB 3119 — Amends the Good Samaritan Food Donor Act to exempt from civil liability donors of day-old bread to charity. P.A. 91-0720

HB 2907 — Amends the Electronic Transfer Act to prohibit location of a cash station at a racetrack or on a casino riverboat. Stalled in House Rules.

HB 3838 — Protects seniors and persons with disabilities from financial abuse. Allows financial institutions to breach financial account confidentiality to notify local law enforcement and state agencies of suspected financial abuse. Passed the House and Senate; Amendatory Veto

1999

HB 916 — Allows a municipality to enter into intergovernmental agreements with a township for floodwater management in the unincorporated areas of a county. P.A. 91-0424

SB 466 — Requires the Department of Public Health to promote the services of the Cancer Information Service in providing information that will help reduce the death rate from ovarian cancer. PA 91-0108

SB 1116 — Authorizes the Department of Human Services to require applicants for public assistance to be electronically fingerprinted before they are enrolled. P.A. 91-0599

SB 360 — Mandates that a summary of the amount of revenue received by the state shall accompany the income tax return information booklet; the booklet shall also include the amount received under the Illinois Lottery Law and a summary of the major categories of expenditures from that revenue. P.A. 91-0140

HB 596 — Requires hospitals to conduct hearing screening of all newborn infants (effective 12/1/02); provides that the Dept. of Human Services shall develop can conduct training for hospitals to implement screening and provide a follow-up program for infants who fail, including referral to early intervention services and hearing aids (effective 7/1/00). P.A. 91-0067

HB 811 — Allows schools to excuse a student from performing or observing dissection and may allow them to perform an alternative project without penalty; State Board of Education will develop guidelines for notifying students and parents about courses which include dissection. Amendatory veto 7/30/99.

HB 2721 — Amends the Sex Offender Registration Act; clarifies many definitions and parts of the law and adds the definition "juvenile sex offender." P.A. 91-0048

HB 2187 — Creates the Access to Emergency Services Act, defining circumstances under which health insurance plans must pay for emergency medical services. Passed the House; sent to the Senate Rules Committee 3/22/99.

HB 417 — Requires the Comptroller to establish a reserve or "rainy day" fund, starting in fiscal year 2000; mandates a transfer of similar funds in each subsequent revenue growth year to establish a "savings account" should Illinois’ financial picture change; passed the House, sent to Senate Rules Committee 3/23/99.

1998

HB 3811 — Creates a deduction for individual taxpayer’s federal gross income (in the taxable year) for amounts converted from a regular IRA to a Roth IRA. Passed both houses, 5/22/98.

HB 3427 — Requires insurers to notify clients of the right to designate an OB/GYN as a woman’s primary healthcare provider and to provide a list of participating OB/GYNs within 30 days after a request for such a list is made. Passed both houses, 5/22/98.

SB 1694 — Prohibits unsolicited telephone calls to offer or sell securities, unless the caller identifies him/herself and the purpose of the call, and unless the call is made within certain time periods. Signed by the Governor 7/30/98.

HB 2696 — Creates the Advisory Commission on Internet Privacy to oversee consumer privacy, limit disclosure by Internet service providers, and provide methods to protect privacy in light of technological developments. Signed by the Governor 7/24/98.

HB 3294 — Creates the Year 2000 Technology Task Force on behalf of State agencies, the General Assembly, the Illinois judiciary and units of local government to assess, analyze and prioritize measures to become Year 2000 compliant. Passed both houses, 5/20/98.

HB 2631 — Requires telephone solicitors to identify themselves and request consent for solicitation at the beginning of the call; establishes a "no solicitation call list" to be maintained by the Illinois Commerce Commission. Re-referred to Rules, 3/20/98.

HB 2932 — Directs the Illinois Environmental Protection Agency to conduct a study of toxic air emissions at O’Hare Airport and report those findings to the General Assembly. Re-referred to Rules, 3/20/98.

1997

HB 106 — Creates the offense of female genital mutilation; makes violation a Class X felony; provides that consent to female genital mutilation by a minor's guardian is not a defense to a violation. P.A. 90-88

HB 624 — Creates the Compulsive Gambling Intervention Act, requires advertisements for gambling from out-of-state interests to include a toll-free 800 number providing crisis counseling and referral services to compulsive gamblers. Referred to Rules 3/21/97.

HB 707 — Authorizes telecommunication carriers to offer special rates for interactive video education for libraries organized under the Public Library District Act or the Local Library Act. P.A. 90-279

HB 1250 Allows Maine Township to divert its Road and Bridge Fund to pay for flood control initiatives which would address problems near Prairie Farmers Creek. Passed the House 114-0-1.

HB 1311 — Allows two or more employers to join together in Health Care Purchasing Groups with the sole purpose of spreading risk over a larger number of covered employees (up to 2500 individuals), potentially reducing the cost of coverage. P.A. 90-337

HB 1696 — Allows residents and businesses affected by noise from O’Hare and Midway airports to receive a 50% income tax credit as reimbursement for up to $10,000 of soundproofing. Awaiting governor’s signature.

HB 1707 — Implements the child support enforcement provisions required by federal welfare reform, including paternity establishment requirements, income withholding, collection of Social Security numbers enforcement of orders for health care coverage and enforcement of orders of another state. P.A. 90-18

HB 1806 — Requires the Dept. of Public Health to compile reports of violent injury and to determine the impact of violent acts on children. P.A. 90-162

HB 2122 — Creates the Domestic Violence Abusers Services Program to finance the operation of treatment programs to modify the behavior of persons who commit crimes of domestic violence; funded by additional $20 penalties levied by the court against persons who violate an order of protection. P.A. 90-241

1996

SB 1246 — Allows women to choose an OB-GYN as their primary care physician. P.A. 89-514

SB 1420 — Authorizes townships within Cook County to appoint an enforcement officer to issue a summons/ticket to those who violate ordinances and to collect fines in the circuit court. P.A. 89-589

HB 3238 — Allows the Dept. of Aging to study nursing home alternatives, using three demonstration projects. P.A. 89-530

HB 3669 — Directs the Prisoner Review Board to provide to victims and witnesses a recent photo of felons released from prison. P.A. 89-481

HB 2773 — Clarifies that the Dept. of Transportation may place a 20 MPH speed limit at preschools or high schools. P.A. 89-559

HB 2456 — Defines "nuisance" to include property on which gang-related or illegal drug-related activities take place. P.A. 89-553

HB 3233 — Prevents people from collecting money in Illinois to be used in other countries for terrorist acts. P.A. 89-515.

1995

HB 1270 — Deals with the problem of compulsive gambling. P.A. 89-0374

SB 619 — Updates the Religious Corporation Act which limits liability for church trustees and boards. P.A. 89-0081

HB 1910 — Makes changes in the guardianship act. P.A. 89-0396

HB 1587 — Extends the new car "lemon law" to leased cars. P.A. 89-0375

HB 2227 — Creates a Foster Parent Bill of Rights. P.A. 89-0019

SB 377 — Addresses the need for early education of children whose parents cannot offer the necessary assistance so critical in the early years. Signed and amended by governor on 7/4/95; was not brought to vote in veto session.

1994

HB 2885 — Requires group insurance and HMOs to cover a yearly screening for cervical cancer.

SB 1302 — Amends the Municipal Code by allowing Des Plaines to remain a TIF district until the year 2020.

HB 1006 — Addresses the problem of addiction to gambling, including funding for crisis counseling and an 800 hotline for people in trouble. Passed out of committee, never addressed on House floor.

HB 9 — New state budget compromise, with increased funding for education, payment to providers for medical services to the poor, and increased funding for prisons.

SB 776 — Establishes a managed care HMO-style system for Medicaid recipients.

HB 4 and HB 2424 — Increases funding for foster care, group homes and institutional care for children. Reduces time to contest adoptions from two years to one.

SB 533 — Addresses funding of the state’s five employee pension systems.

1993

HB 1392 — Allows Illinois Department of Commerce and Community Affairs to use computer technology to share economic information. Signed by governor.

HB 122 — Allows judges to impose a longer sentence if the conviction is gang related.

HB 124 — Allows states attorneys to give school principals case records of students convicted of weapons crimes.

SB 900 — Adopts tougher state ethics laws.

HB 317 — Increases household income threshold for senior citizens property tax deferral.

SB 946 — Increases funds for human services agencies, including those that help abused children.

SB 246 and HB 69 — Protects children from being left home alone.

SB 522 — Gives tax breaks to business to encourage business expansion and creation of new jobs, research, youth vocational programs and in-house day care.

SB 828 — Requires residential property sellers to disclose any substantial problems they are aware of with their property.

HB 300 — Reduces costs and clarifies underground storage tank clean-up program.

SB 902 — Makes carjacking a criminal offense.

SB 956 — Provides funding for a supermaximum-security prison.
