Mulligan
Introduces Legislation to Stimulate Charitable Contributions
in Illinois

In the
wake of a national tragedy that has affected every American,
State Representative Rosemary Mulligan (R-Des Plaines) will
introduce legislation that will make charitable contributions
deductible from Illinois income taxes. Mulligan believes
a tax deduction will make it easier for Illinoisans to provide
financial assistance to the victims and families directly
impacted by the attack on America.
"People
across the country have come together to help our fellow
citizens in any way they can and it is my hope that this
bill will further encourage charitable giving so that the
nation can begin the rebuilding process quickly and show
the world our resolve," said Mulligan.
House
Bill 3643 will amend the Illinois Income Tax Act, creating
a tax deduction for all contributions made to charitable,
nonprofit organizations that are dedicated to the relief
effort for victims of the September 11, 2001 attack on the
United States. All contributions made from the date of the
attacks through December 31, 2002 to charities aimed at
helping the victims of this tragedy would be 100% deductible.
Joining
Rep. Mulligan as co-sponsors of HB 3643 are State Representatives
Elizabeth Coulson (R-Glenview) and Carolyn Krause (R-Mount
Prospect). According to Mulligan, the bill will be effective
immediately upon receiving the Governor's signature. She
plans to call it during the upcoming November veto session
and hopes to have added the majority of her colleagues as
co-sponsors by then.
"Our
country is coming together and I feel it is imperative we
do all we can in assisting the victims of this tragedy in
their time of need. Hopefully we can bolster charities that
are doing so much good with added financial support,"
added Mulligan.
